Energy efficiency simply means using as little energy as possible to get a job done. Not only when heating home office like that, when driving electrical appliances or driving a car. It's the same with home or office computers. Measurements with your new voltmeter quickly result in an energy consumption hierarchy. These are the power levels of your computer, from the largest power consumption to the lowest:
A busy computer consumes more power at idle than one at idle, while idle requires more power than standby or hibernation. There is a lot of confusion between the terms standby, hibernation, and deep sleep mode. For a good reason. How they work varies by operating system and computer manufacturer!
There is no industry standard meaning for these terms. I will use the definitions of the US Department of Energy. These recognize two different states: idle state and standby. Hibernate means that the computer saves its status and then turns itself off. It will reload its status when you turn it back on.
Sleep is faster than a normal system startup. The computer is not using power during sleep.
