Yes, you can change the file type from RAR to ZIP, but the simple renaming is not enough!
You have to unpack the Rar archive completely (decompress) and then package it again in ZIP format or compress it. The RAR format (file type) is not preinstalled in Windows. You have to download 7-Zip, or the trial version of WIN-RAR.

But you can, for example, *.jar archives easily into *.zip rename, since these are likewise Zip folders, more exactly, it is ZIP archives, only that these end with *.JAR. *.JAR files are often used in Java and Android for the APP archives!
