You don´t need hacker knowledge to change the password of an user on Windows 10, without knowing the current password.

lusrmgr.msc (Local Users and Groups Manager) .
Start it via Windows-10 Run Dialog [Windows-Logo+R].
Select the Users: Right click on User account to set a new password for selected use (... see Image-1)
control /name Microsoft.UserAccounts command from Windows 10 run dialog!

Click Manage another account select an User and change the User Password!
The net user is a very good solution to change the password
Please start the Windows 10 cmd.exe in administrative mode at best from Windows-X Menue.
Then enter the command net user and Key Enter. To see all users (User Accounts)
Use command (in this case for the administrator account):
net user administrator *
Now just enter the new Windows 10 password and Re-enter the password.
PS: Do not be confused, the newly entered password is not displayed in the CMD, the text cursor is always in the first position, but by repeating the entered password you know whether you have entered everything correctly.
