With the Windows 8.1 run command, control /name Microsoft.Display you can quite quickly get to the appropriate settings.
Start the Windows Run dialog [Windows Logo] + [R] and enter the command:

Or via the Windows 8 Control Panel and click on icon Display!
Now you can customize the font for Windows 8.1 programs.
