Microsoft changed activation with Windows 10. You can install Windows 10 without activation and even get the latest updates, but you can't customize many parts of Windows, including most of the Personalization section . If you can live with that, why buy a key at all! Most computers come with Windows 10 and the whole thing is redundant!

Cheap product keys are most likely to be needed in volume licensing, where hundreds or even thousands of Windows licenses are purchased with a single product key for all computers. They are used by government, schools and large corporations to name a few.
Someone could sell this product key hundreds of times and at some point Microsoft could terminate this volume license and your working key will then be invalid.

On the other hand, there are situations where someone can buy surplus keys at a bargain price and then resell them and you have a legitimate product key at a bargain price.
2.) Can it be used and when?
I tested one from eBay, purchased this from eBay with a license worth 3.99, received the key within minutes and received instructions for the product key to be entered on a clean install.
I entered the new product key on Windows 10 in the virtual PC and was able to activate it without any problems. I used PayPal!

After a year I tried again in the virtual environment and the product key was blocked in one case I got a nine when I asked the 3.99 provider, I just like to test them, they probably have tons of them!
The providers are usually not online after a few months! I have a few computers and regular licenses, the Dell PCs have these included in the price, but for Virtual PC and such it's OK and for testing!3.) What should I consider when paying?
There are many websites that sell Windows 10 product keys for around 10 to 50. But these are sites you've most likely never heard of, and they certainly don't give out your credit card information to strangers. Buying keys from a website you've never heard of is the one method we would avoid at all costs - literally.
Avoid paying by card, otherwise it can get really expensive!
You may just buy a product key that has expired or never existed. If you notice, contact your credit card company about three euros now, and someone in another country where three euros can be worth a lot more!
If you still can't resist buying one of these cheap product keys, it's best to just use PayPal or another established online payment system. But again, you'll find that most sites offering deals want your credit card, and I hope you're smarter now.
