Here is the solution, how to disable (turn off) or enable the Windows 8.1 Store in Windows 8.1 and 8 and Windows 10!
Please press the [Windows-Logo] + [R] key combination to bring up the run dialog box, type gpedit.msc command and hit enter. (... see Image-1 Arrow-1)
In the Window expand in the tree view "User Configuration", "Administrative Templates", "Windows Components", "Store" (... see Image-1 Arrow-2)
Now you will see the option "turn off the Store application", double click on it. (... see Image-1 Arrow-3)
Please switch the radio button from "Not Configured" to "Enabled" to enable the Windows feature "turn off the Store application" (... see Image-2 Arrow-1) Please Restart the PC or enforce the update of the LGP settings!

► ... Enforce updated when change the Local Group Policy settings in Windows 8.1!
Denies or allows access to the Windows 8.1 Store application.
If you enable this setting, access to the Windows 8.1 Store application is denied. Access to the Store is required for installing app updates.
If you disable or don't configure this setting, access to the Windows 8.1 Store application is allowed.
